Pluto fails the third criterion, as its orbit is cluttered with other objects in the Kuiper Belt.
However, the new study argues that this 'clearing the neighborhood' requirement is arbitrary and excludes other planets in our solar system. For instance, Earth, Jupiter, and Neptune also share their orbits with asteroids and other small bodies.
