Anthropic Restricts Claude AI Service Amid Unprecedented Demand Surge

Users of Claude, the artificial intelligence chatbot developed by Anthropic, are facing new service restrictions as the company implements rate limits to manage a dramatic surge in demand. This move comes directly after a series of outages this month and a record-breaking influx of new users, a trend significantly amplified by a high-profile public dispute between Anthropic and the US Department of War.

Pentagon Dispute Fuels Public Backing and User Growth

The conflict originated from Anthropic's firm refusal to permit the Pentagon to utilise its advanced AI technology for applications involving domestic surveillance and the development of autonomous weapon systems. In response, the US government blacklisted the AI startup from all federal agencies. The Department of War formally classified Anthropic as a "supply chain risk to national security", a designation historically applied only to foreign adversarial entities.

This principled stance garnered substantial public support, a sentiment that was further intensified by contrasting efforts from OpenAI, the creator of ChatGPT, to establish partnerships with the US military. The resulting wave of public favour propelled Claude to overtake ChatGPT in app store rankings earlier this month. Anthropic's chief product officer disclosed that sign-up rates exceeded one million new users per day during this period.

Implementation of New Rate Limits

To prevent further system instability, including crashes and severe slowdowns during peak usage hours, Anthropic has now introduced adjusted session limits. These restrictions are designed to reduce service capacity for the heaviest users across all subscription tiers: Free, Pro, and Max.

Thariq Shihipar, a member of Anthropic's technical staff, announced the changes on social media platform X. "To manage growing demand for Claude we're adjusting our five hour session limits for free/Pro/Max subs during peak hours," he wrote. "I know this was frustrating. We're continuing to invest in scaling efficiently. I'll keep you posted on progress."

Shihipar estimated that, based on current usage patterns, these new limitations would affect approximately seven percent of the user base. This is not the first instance of Anthropic imposing such controls; the company established similar rate limits for its paying customers as recently as August of the previous year.

Addressing Extreme Usage Patterns

The company highlighted specific, costly user behaviours that necessitated these measures. "Some of the biggest Claude Code fans are running it continuously in the background 24/7," Anthropic stated. "These uses are remarkable and we want to enable them. But a few outlying cases are very costly to support. For example, one user consumed tens of thousands in model usage on a $200 plan."

The primary objective of the new policy is to ensure stable and reliable service for the vast majority of users by managing infrastructure strain, thereby avoiding a repeat of the recent outages that coincided with the platform's rapid expansion.
