Negotiators from Russia and Ukraine have entered a second day of high-stakes peace talks in Abu Dhabi, brokered by the United States, as efforts intensify to find a resolution to the protracted war. The discussions come against a backdrop of escalating Russian winter assaults on Ukraine's energy infrastructure and a concerning surge in civilian fatalities over the past year.

Diplomatic Efforts Amid Ongoing Hostilities

The talks, held in the capital of the United Arab Emirates, follow a similar format to the previous day's sessions, involving trilateral consultations, group work, and the synchronisation of positions, according to Rustem Umerov, Ukraine's National Security and Defense Council chief. Umerov confirmed his presence at the meeting, underscoring Ukraine's commitment to the diplomatic process.

Key Participants and International Involvement

The delegations from Moscow and Kyiv were joined by significant US figures, including special envoy Steve Witkoff and Jared Kushner, son-in-law of US President Donald Trump. Both were also present at last month's talks in Abu Dhabi, as the Trump administration continues its push to steer the two nations toward a peaceful settlement. Additionally, General Alexus Grynkewich, NATO's Supreme Allied Commander in Europe, attended the discussions, with a spokesperson for the general speaking anonymously due to the sensitive nature of the matters.

Ukrainian President's Call for Security Guarantees

Ukrainian President Volodymyr Zelenskyy has urged allied countries to pressure Moscow into ending its full-scale invasion, which began nearly four years ago on February 24, 2022. In a social media statement late Wednesday, Zelenskyy emphasised that Ukraine requires robust security guarantees to deter any potential postwar Russian aggression. He stressed that Ukrainians must perceive genuine progress toward peace, rather than a scenario where Russia exploits negotiations to its advantage while continuing military strikes.

Continued Fighting and Civilian Impact

Despite the diplomatic efforts, hostilities persist. Russia has intensified attacks on Ukraine's electricity grid, aiming to deprive civilians of power and undermine their resilience. Meanwhile, a gruelling war of attrition continues along the extensive front line, stretching approximately 1,000 kilometres through eastern and southern Ukraine.

A report by Human Rights Watch, published on Wednesday, revealed a 31% increase in Ukrainian civilian casualties in 2025 compared to the previous year. According to the United Nations Human Rights Monitoring Mission in Ukraine, nearly 15,000 civilians have been killed and over 40,000 injured since the conflict's inception through last December.

The talks represent a critical juncture in the conflict, with international mediators striving to bridge divides as the humanitarian toll mounts. The outcome of these discussions could significantly influence the trajectory of the war and prospects for lasting stability in the region.
