The United States Coast Guard has confirmed it detected a Russian military vessel operating disconcertingly close to American territorial waters. The incident, which took place on October 29, 2025, saw the Russian intelligence ship Kareliya spotted approximately 15 miles (24 km) south of Oahu, Hawaii's most populous island.
Monitoring and Response Operation
In response to the sighting, the US Coast Guard swiftly mobilised resources to track the foreign vessel. An aircraft and a cutter were dispatched to monitor the movements of the ship, identified as a Vishnya-class intelligence gathering vessel. The Coast Guard emphasised that its personnel were acting in accordance with international law throughout the operation.
The primary objectives were to provide maritime security for U.S. vessels in the vicinity and to bolster U.S. homeland defence efforts. Officials clarified that while the ship's presence was notable, it was operating legally in international waters, which begin 12 nautical miles from shore.

Captain Matthew Chong, chief of response for the Coast Guard Oceania District, issued a statement reinforcing the routine nature of such vigilance. "The U.S. Coast Guard routinely monitors maritime activity around the Hawaiian Islands and throughout the Pacific to ensure the safety and security of U.S. waters," he stated.
Chong further highlighted the collaborative aspect of the mission, noting, "Working in concert with partners and allies, our crews monitor and respond to foreign military vessel activity near our territorial waters to protect our maritime borders and defend our sovereign interests." As of the latest reports, the Russian embassy in Washington has not responded to requests for comment on the vessel's activities.
