Children's home plan approved despite objections

Northumberland County Council's south east planning committee has approved plans to convert a former six-bedroom family home in Bedlington into a children's residential care facility. The decision allows Nutrix Homes to transform 35 Glebe Mews into a home for up to three children aged between 3 and 17 with learning or emotional difficulties.

Objections and consultation

The plans were originally scheduled for a decision in September, but the vote was postponed on a technicality and a site visit was arranged for councillors to better understand concerns about the highway. The application had drawn 20 public objections and one letter of support, with concerns ranging from parking and traffic implications to the character of the development and the belief that the site was an "unsuitable location".

No council consultee, including Highways, raised any objection to the plans.

Management plan and officer recommendation

As part of the application, Nutrix Homes submitted a management plan stating: "The management team is available 24/7 to respond promptly to any concerns and to support positive relationships with the local community. We aim to be responsive, respectful, and proactive in addressing any issues that may arise."

The plan added: "The home operates as a family environment, where young people follow a daily routine including school, meals, play, homework, and bedtime, supported by structured and nurturing care."

Council officers had recommended the plans for approval. Their report stated: "The proposal would result in the provision of employment within the county by allowing for the necessary residential space for children requiring a home, in turn enhancing their wellbeing. The site is within walking distance of a wide range of community facilities, key services, schools, employment opportunities and public transport links."

Decision

Following deliberation, the plans were approved by a majority decision.
