Care Home Manager Struck Off Following Forced Covid Vaccine Incident
A care home manager has been permanently removed from the nursing register after a distressing incident where a vulnerable resident was forcibly restrained and injected with the Covid-19 vaccine against her explicit will. The serious misconduct occurred at the Millport Care Centre, located on the island of Great Cumbrae in the Firth of Clyde, during a routine vaccination visit by an NHS nurse in 2021.
Details of the Distressing Restraint and Vaccination
The Nursing and Midwifery Council (NMC) conducted a thorough investigation and subsequent disciplinary hearing, which revealed that registered nurse Janette Donnelly had inappropriately restrained a resident identified only as Service User A. This individual had a learning disability and bipolar disorder, making her particularly vulnerable.
According to witness statements presented during the two-day hearing, Donnelly ignored direct protests from colleagues about the restraint. One witness recounted: "I told Ms Donnelly this level of restraint was deeply inappropriate and she could not do this. Ms Donnelly ignored my protests, telling me to 'f****** shut up' and continued to shout at the support staff to keep holding Service User A down."
NMC Panel Findings and Professional Consequences
The NMC fitness to practice committee delivered a damning assessment of Donnelly's actions. Their findings included:
- Donnelly caused significant emotional harm to Service User A
- She placed the resident at risk of physical harm through inappropriate restraint
- The vaccine was administered through the resident's clothing, violating proper medical protocols
- Junior colleagues were placed at risk of physical harm and suffered emotional distress
- Donnelly attempted to minimize the incident in her descriptions to investigators
The panel characterized the event as "a chaotic, distressing and horrific incident" that ultimately led to whistleblowing. They found that Donnelly had brought the nursing profession into disrepute and breached fundamental ethical principles.
Attempted Cover-Up and Dishonesty
Perhaps most damning was the panel's finding that Donnelly had acted dishonestly by colluding with another professional to conceal what had occurred. This attempt to cover up the misconduct significantly worsened the severity of her violations.
The NMC panel concluded: "Your actions were so serious that to allow you to continue practising would undermine public confidence in the profession and in the NMC as a regulatory body." The incident only came to light because a whistleblower courageously reported the misconduct, highlighting the importance of such reporting mechanisms in care settings.
This case raises serious questions about safeguarding procedures in care homes and the treatment of vulnerable adults with learning disabilities. The forced administration of medical treatment against a person's will represents one of the most serious breaches of patient autonomy and medical ethics.
