Security Crisis at Australia's Largest Mental Health Facility After Escapes
Major security questions have been raised about Australia's largest mental health facility after two patients escaped and allegedly killed three people in separate violent incidents. Cumberland Hospital, located near Westmead Hospital in Parramatta, west Sydney, is the country's largest psychiatric hospital with capacity for up to 260 in-patients.
Recent Escapes and Alleged Crimes
Luke Peter Francis, 31, escaped from Cumberland Hospital just six days before allegedly killing two women in Camden, southwest Sydney, on Saturday. Police allege Francis stole a red Toyota sedan and crashed into the victims on the Old Hume Highway following a police pursuit. He had reportedly been detained involuntarily under the NSW Mental Health Act but threatened a nurse and stole their access card on February 8.
This incident follows another escape from the same facility. Setefano Mooniai Leaaetoa absconded while being transferred to another hospital and is accused of stabbing three people, killing one, in a rampage on Smythe Street in Merrylands, west Sydney, just ten days after escaping treatment.
Staffing Shortages and Safety Concerns
Reports emerged in June 2025 revealing Cumberland Hospital faces critical staffing shortages. An investigation by Four Corners found several cases of patients suffering from schizoaffective disorder, schizophrenia, and paranoid ideation waiting more than 80 hours to speak with doctors.
Omar Tlais, a security guard at the hospital, described dangerous conditions with patients becoming violent while waiting for treatment, particularly those involuntarily held. "I've been bit, I've been punched, I've been kicked, I've been spat on," he said. Tlais recounted a June 2024 incident where a patient stabbed him in the neck during a code black emergency.
Public Perception and Official Response
The hospital has a shocking 2.4 out of 5 stars rating on Google with disturbing patient reviews. "Please do not make the same mistakes as I did and don't send anyone you love here," one reviewer wrote. Another commented, "Excellent nursing staff but very poorly staffed with qualified doctors at critical times."
A spokesperson for Western Sydney Local Health District, which operates the hospital, stated on Wednesday that safety is a priority. "The safety of our patients and staff is a priority for Western Sydney Local Health District," the spokesperson told the ABC. The facility is used by NSW corrective services to house prisoners undergoing mental health treatment, though there is no suggestion either escaped patient was detained by corrective services.
