Astley Dental Practice has submitted plans to convert the former Astley Fish and Chips takeaway next door on Manchester Road into part of its premises. The change of use would allow the chip shop to be used for additional dental treatment, consultation and support areas.

The two buildings would be combined with internal alterations to connect and integrate the two units.

Expansion of an established healthcare facility

A design and access report supporting the plans said: “The proposal will effectively consolidate the two adjoining premises into one enlarged dental practice representing a logical expansion of an established healthcare facility, allowing the existing business to grow whilst remaining in its current location.

“This expansion will improve the range and capacity of dental services available to local residents.”

Impact on the area and neighbours

The application report also addressed the impact on the character and appearance of the proposed change of use. It said: “Manchester Road is characterised by a mix of commercial and community uses occupying traditional frontage buildings.

“The proposal will not alter the established character of the area and will preserve the appearance of the existing commercial parade.

“The continued occupation of the premises by a professional healthcare use will contribute positively to the vitality of the locality and ensure that the premises remain actively maintained and managed.”

Regarding the impact on neighbours, the report said: “A dental practice is generally a quieter and less intensive commercial use than the existing chip shop use in terms of noise, odour and late-evening activity.

“The proposed development will not introduce industrial processes, significant noise-generating equipment or cooking and ventilation activity associated with the existing chip shop use.

“The proposal is therefore expected to result in an improvement in terms of potential noise and odour impacts associated with the existing use.”

Planners at Wigan council will decide on the plans in the coming weeks.
