Liverpool pub changes and Sandhills venue plan in notices

Councils across the Liverpool City Region have issued a series of public notices over the past seven days, covering planning applications, licensing changes and other decisions that affect local communities.

The notices include a proposal to extend opening hours at a Liverpool pub, a plan to convert a former car park near Sandhills into an open-air event site, and a new foodstore application in Wirral.

Liverpool planning applications

Among the applications made to Liverpool City Council is a proposal from J D Wetherspoon Plc, submitted by applicant Miss Emma Fallon, to vary a condition attached to planning reference 00F/0186 for The Lime Kiln on Concert Street. The variation would allow later opening on Thursdays, 31st October (Halloween), 17th March (St Patrick's Day) and days prior to a Bank Holiday by an additional 90 minutes.

A separate application from applicant Gary Hincks seeks to change the use of an unused car park at 35 Regent Road to an open air event site provided with bars and a stage, together with ancillary facilities including a picnic area.

Other Liverpool applications include a proposal by applicant Andy Buckle, of Eleven 66 Design Ltd, to display an internally illuminated projecting/hanging sign at The Lady of Mann on Dale Street, and a plan by applicant Dwayne Smith to convert vacant first and second floors at 2 Old Ropery into an Aparthotel (Use Class C1).

Additional applications cover the erection of a two-storey dwelling at 113-115 Admiral Street, the installation of external air source heat pump units at 7 Mountford Gardens, fenestration alterations at Bereys Buildings on George Street, and internal redecoration works at the Royal Liver Building.

Wirral plans and conservation work

Wirral Council has received a full planning application from Aldi Stores Ltd for a Use Class E(a) foodstore on land to the east and south of Birkenhead Road, Wallasey, with supporting vehicular access roads, car parking, servicing area, landscaping and associated works.

McCarthy & Stone Retirement Lifestyles Ltd has applied for full planning permission to erect Retirement Living Housing at Bromborough Civic Hall on Allport Lane, following demolition of the existing building. Punch Taverns Ltd has also applied for listed building consent for illuminated and non-illuminated signs, lanterns and exterior redecoration at The Crown Hotel on Conway Street, Birkenhead.

Emergency repair and restoration works are proposed for the Grade II Listed Jackson Fountain Memorial on Park Drive, Birkenhead, and for the Grade II* Birkenhead War Memorial in Hamilton Square Garden, both submitted by Mr Ian McGovern on behalf of the Metropolitan Borough of Wirral.

Licensing and other notices

In Knowsley, an application has been made to vary a premises licence for Sweet and Sugar on Warrington Road, Prescot. The takeaway and dessert business currently holds a licence for late night refreshment from 23:00 to 00:00, and the application seeks to extend this to 01:00 each day, with delivery orders only during the additional hour.

In Sefton, John Guy, trading as J&J Guy Transport, has applied to change an existing goods vehicle operator's licence to add an operating centre at 4-7 Leckwith Road, Bootle.

Comments on Liverpool applications must be received by 22nd October 2026, and representations on Wirral applications must be received in writing by 21st October 2026. Representations on the Knowsley licensing application must be made by 26th October 2026.
