Labor's Gambling Reform Stance Under Pressure

As the Albanese government returns to parliament, its gambling reforms are under pressure from all sides. Communications minister Anika Wells has indicated openness to 'sensible amendments' on inducements like bonus bets, but the government remains firm on advertising frequency rules.

Government's Position

Labor believes it has the balance right between addressing gambling harms and protecting media companies and sporting codes that rely on gambling revenue. However, with the Senate numbers against them, a deal with the Coalition is likely.

Government sources say they are less likely to entertain changes to ad frequency rules but are open to deals on inducements. This comes after evidence in Senate hearings that some betting companies provided problem gamblers with illicit drugs and sex workers as enticements.

Crossbench and Coalition Pressure

Greens and Coalition sources are frustrated that more is not being done about advertising rules, which harm-reduction advocates say are worse than the status quo. The current rules allow three ads an hour on TV until 8.30pm and potentially more on streaming services.

Opponents may propose an 'opt-in' model for online gambling ads, a change from the government's 'triple lock' feature. Greens senator Sarah Hanson-Young warned that non-government members could take the matter into their own hands in the Senate.

Political Bluffing

Prime Minister Anthony Albanese had previously threatened to walk away from reforms entirely, but Wells said those remarks were 'some weeks ago now' and that she has had 'constructive discussions' with the Coalition and Greens. She added, 'We'd love to see this passed.'

All parties know that walking away is the worst option. Labor acknowledges that doing nothing is not an option, and the Coalition and Greens are on board for stronger action. The government may call their opponents' bluff and take the opportunity for a popular win.
