Thousands of people in Scotland may be missing out on a Blue Badge because they wrongly believe the scheme only applies to those with permanent disabilities. Under current rules, people with temporary but substantial mobility problems could still qualify for a disabled parking permit.
Who Can Apply?
The Blue Badge scheme is designed to help people park closer to where they need to go if they have severe mobility difficulties, either as a driver or passenger. While many badges are issued to people with long-term health conditions or disabilities, councils can also approve applications linked to temporary conditions if the impact is serious enough.
Scottish guidance states temporary disabilities can qualify if they are expected to last for at least 12 months. This could include people recovering from major surgery, serious leg or hip injuries, neurological conditions, or medical treatment affecting mobility for an extended period.
Automatic Qualification
People do not always need to receive disability benefits to apply. Those who automatically qualify for a Blue Badge include people receiving certain rates of Adult Disability Payment (ADP), Personal Independence Payment (PIP), Child Disability Payment or Scottish Adult Disability Living Allowance.
However, local councils can also assess applications from people who are not automatically entitled but still have serious mobility issues. The Scottish Government guidance states people may still be able to get a Blue Badge if they have a condition that affects their mobility even if they receive a different disability payment or none at all.
Application Process
Applications are handled by local councils, which may ask for supporting medical evidence or carry out a mobility assessment before making a decision. A Blue Badge can allow holders to park for free in disabled parking bays, pay-and-display spaces and on certain yellow lines where it is safe to do so.
Citizens Advice Scotland also says Blue Badge holders may qualify for additional support, including possible road tax exemptions, road toll concessions and access to restricted parking areas.
In Scotland, a Blue Badge normally costs £20 and usually lasts for up to three years before needing to be renewed. People can apply online through the Scottish Government website or request a paper form from their local council.
Who Automatically Qualifies?
- Under 16 with a letter confirming eligibility from a visual impairment care team
- 16 or over and registered as severely sight impaired
- Getting higher rate mobility component of DLA
- Getting PIP with 8+ points in 'moving around' or 12 points in 'planning following a journey'
- Getting ADP with 8+ points in moving around or 12 points in planning following a journey
- Getting higher rate mobility component of Child Disability Payment
- Getting War Pensioners' Mobility Supplement
- Lump sum payment from Armed Forces Compensation Scheme (tariffs 1-8) with permanent substantial disability
Other Possible Qualifiers
If not automatically eligible, you may still qualify if you:
- Have a substantial disability lasting at least 12 months meaning you cannot walk at all
- Have a substantial disability lasting at least 12 months meaning you are virtually unable to walk
- Regularly drive and cannot use parking meters due to severe disability in both arms
- Are responsible for a child under 3 who needs to be kept close to a vehicle for medical treatment
- Are responsible for a child under 3 who uses bulky medical equipment
- Have a mental health condition causing lack of awareness of traffic danger
What You Need to Apply
Applications are made online to your local council. You will need a recent digital photo (head and shoulders), plus a photo or scan of:
- Proof of identity (birth certificate, passport or driving licence)
- Proof of address (Council Tax bill or government letter, or Electoral Register check)
- Proof of benefits (if any)
You will also need your National Insurance number and details of your current Blue Badge if reapplying. Once you apply, your local council will process your application and give you a decision.
