The Fallout Season 2 finale, released on February 4, delivered major twists and set up future storylines. Among the most shocking developments was the fate of Caesar's Legion, where Macaulay Culkin's character Larry emerged as the new leader.

In the episode, a civil war within Caesar's Legion, sparked by the Ghoul's rescue of Lucy, rages until Larry drags the former Caesar's body back to camp. He retrieves a note meant to name a successor, but it reads: 'I am Caesar. I am the Legion. It ends with me.' Larry kills the claimant to the throne and takes power himself, eating the note. The reunited Legion now marches toward Vegas, targeting the NCR.

Elsewhere, Lucy confronts her father Hank at the mainframe, where a mind-altering device is powered by the head of Denise Welch, a politician from Cooper's flashbacks. The Ghoul returns to Lucky 38, powers up Robert House, and receives a Pip Boy to locate his family's tubes. However, they are empty, with only a postcard to Colorado left behind. The Ghoul abandons his deal with House and heads to Colorado.

Maximus and Thaddeus fight Deathclaws, with Thaddeus initially hiding but later rejoining the battle. The NCR arrives to help. Maximus reunites with Lucy at Lucky 38, where she declares she has started a war. Maximus replies, 'Welcome to the Wasteland.'

Lucy's brother Norm escapes Vault 31 after defrosting Vault-Tec executives, who try to kill him. In the scuffle, he accidentally sends up giant Rad Roaches that kill most of the executives. Norm survives and reaches the surface.
