A German shepherd that was discovered tethered to a cinder block and left outside during a severe storm in Oregon has been reunited with its owner. The animal was found helpless in the middle of a road in Woodburn on May 12.
Initially, Woodburn police believed the dog had been abandoned. However, they later determined that the canine became frightened during a thunderstorm and escaped from its home while still attached to the concrete block.
“It was determined that the dog became frightened during a storm and escaped from its home while still tethered to a concrete block,” police stated. “The dog was safely transported to the Marion County Animal Shelter and later reunited with its family.”
Officers also inspected the living conditions at the owner’s residence and confirmed that the German shepherd was well cared for. Despite having adequate food, water, and care, the owner was cited for “Unlawful Tethering” under Oregon law, which prohibits tethering a dog for more than 10 hours within a 24-hour period.
“Community Service Officers will continue follow-up visits to ensure compliance and the dog’s ongoing safety,” police added. “We want to sincerely thank everyone for their overwhelming concern for the dog and for assisting with efforts to locate the owner. Your care, compassion, and willingness to help are appreciated.”
The incident occurred after the area was hit by heavy rain, thunder, and 20 mph winds during a storm the night before. Officers received an early morning call and found the dog near the 600 block of Willow Avenue. They rescued the animal, provided food and water, and transported it to the shelter.
The update sparked mixed reactions on social media, with some residents expressing skepticism. “I cannot pick up a concrete block and you stated tied to a car... looks like something fishy,” one Facebook user commented.
Neighbors were shocked by the discovery. Michael Bartone told KOIN 6 News that he heard a whimpering noise and saw the dog pulling a heavy cinder block along the road. “I’m a dog guy, I was worried. He’s on a four-foot tether on a cinder block that’s 50-60 pounds,” Bartone said. “Not a safe situation for a dog, and it was stuck between the wheel and the sidewalk on the road.”
Bartone brought out food and water and sat with the dog, hoping the owner would come, but no one arrived. “The dog was in good shape, like it didn’t seem malnourished, very friendly. So I know that it probably has an owner somewhere looking for him,” he added.
