Dyfed-Powys PC sacked over relationships with two women

PC Rhodri Davies has been dismissed from Dyfed-Powys Police with immediate effect after a misconduct panel found allegations against him proved. The panel ruled that he pursued inappropriate sexual and emotional relationships with two women while based in Llanelli.

The four-day hearing, held at the force headquarters in Llangunnor, found that Davies pursued a sexual and emotional relationship with ‘Witness A’, a serving police officer, who he knew or suspected to be a victim of domestic abuse. It was also proved that Witness A was subjected to unwanted sexualised conduct.

Shoplifting Incident Leads to Further Findings

The panel additionally found that when PC Davies took a witness statement in October 2023 from a person identified as Witness B to protect their identity, regarding a supermarket shoplifting incident, he made inappropriate comments. He had also saved the witness’s mobile number on his personal device to pursue a sexual and/or emotional relationship.

Davies’ actions breached standards of professional behaviour with regards to honesty and integrity, confidentiality, authority, respect and courtesy, equality and diversity, and discreditable conduct, amounting to gross misconduct. The panel was chaired by Ian Arundale.

Barred from Policing

Following his immediate dismissal, PC Davies will be added to the College of Policing Barred List, which will prevent him from re-entering the police service.

After the hearing, which ran from October 19 to 22, Deputy Chief Constable Gemma Morris said: “At Dyfed-Powys Police we expect the highest standards of professional behaviour from all our officers and staff, while both on and off duty.”

“PC Rhodri Davies’ behaviour was wholly unacceptable. The panel found that the allegations against him were proven and he has been dismissed from the force,” she added. “Dyfed-Powys Police is committed to robustly addressing any conduct that falls below the standards of integrity and professionalism expected of our officers and staff and will take appropriate action wherever misconduct is identified.”

Morris also commended the witnesses for their bravery in reporting the behaviours of PC Davies and for showing resilience throughout the misconduct process, including giving evidence at the hearing.
