Care Worker Struck Off After Inappropriate Relationship with Vulnerable Teen

A female support worker has been permanently banned from her profession after engaging in sexualised behaviour with a vulnerable teenage boy in her care. Chloe Short, aged 28, was found to have kissed the 15-year-old, shared a bed with him, and sent him explicit pictures, leading to her removal from the professional care worker register.

Details of the Inappropriate Conduct

The fitness to practice panel heard that Short recorded a 'sexual kiss' on camera with the underage boy while she was employed to assist his family in Carmarthenshire. During overnight stays at the family home, paid for as part of her support duties, Short behaved in what the panel described as a 'wholly inappropriate manner'.

Evidence presented included a photo showing the boy in bed with Short, with his top removed, and footage of a 'short sexualised kiss'. Additionally, Short sent the boy a picture of herself in a towel after showering, and later messaged him saying, 'Thank you for the cuddles. Had a lush sleep with you.'

Discovery and Legal Consequences

The misconduct was uncovered when Short's own girlfriend grew suspicious of her behaviour and examined her phone, discovering the photos, videos, and messages. The girlfriend promptly alerted the authorities, leading to police involvement.

Short, from Bargoed, Caerphilly, pleaded guilty to sexual activity with a child and received a ten-month suspended sentence last year. She was also ordered to register as a sex offender for a decade following proceedings at Swansea Crown Court in December.

Professional Sanctions and Panel Findings

At a virtual professional standards hearing conducted by Social Care Wales, the committee decided to strike Short off the professional care worker register. Committee chair Steve Jones stated that the case was too severe to consider any lesser sanction, emphasising that Short's actions posed an ongoing risk to vulnerable individuals.

The panel noted that Short did not participate in the enquiry and showed no signs of insight, remorse, or efforts to address her behaviour. Mr Jones remarked, 'The offence is so serious there will always be the risk with Miss Short working with vulnerable people.'

Background and Impact

Short was employed by an organisation that provides support to families and children facing difficult circumstances. Her role specifically involved assisting the vulnerable 15-year-old boy, whom she visited multiple times at his home. Court testimony revealed that Short had told the teen she 'missed him every second' and was 'obsessed with him', further highlighting the breach of professional boundaries.

This case underscores critical safeguarding failures and the paramount importance of trust in care professions. The striking off serves as a stern reminder of the severe consequences for those who exploit their positions of responsibility.
