From October 23, 2027, airline passengers flying to the EU will be legally entitled to take two free bags in their hand luggage allowance, according to the EU's Official Journal.
The new rules give travellers the right to one extra personal item on board, no bigger than 40cm x 30cm x 15cm, in addition to the hand luggage that goes under their seat. Airlines must also advertise prices that include luggage when the booking process begins, rather than making it an extra add-on.
What the rules mean for UK travellers
Brits are warned that a flight leaving from a UK airport will not automatically be covered by these EU rules simply because it is heading to Europe. Travellers should check the baggage allowance and fees for each flight, including on return journeys.
The rules do not guarantee everyone a free larger cabin bag. Airlines will still be able to set their own baggage policies and offer different fares, including cheaper tickets for passengers who choose to travel without a larger hand-luggage allowance.
Approval and implementation
The new hand luggage rules were approved by the European Parliament and Council this summer. A spokesman said: "The new rules now include the right to carry on board, without additional fee, one personal item, such as a small bag or backpack."
Travellers should verify each airline's specific policy before flying, as the EU-wide right applies only to flights within or to the EU, and individual carriers retain flexibility over larger cabin bags and pricing structures.
