Plans for a new African Caribbean restaurant in Old Swan have been approved after its applicant agreed to significantly reduce the proposed opening hours. Zenith will take over the former electrical supplies shop on Prescot Road, which is currently vacant.
Hours reduced after objections
Applicant Wilson Chuku had originally sought permission to open until 2am daily. The proposal drew objections from more than a dozen people and from the Lord Mayor of Liverpool, Cllr William Shortall, who represents the Old Swan West ward where the venue is located. He said a 2am closing time could add to “the potential for alcohol-related disorder and anti-social behaviour” around the premises.
Council officials also said the site did not have the required status for such a late opening time. As a result, Mr Chuku agreed to new terms with the city council’s licensing and gambling sub-committee.
Agreement reached
Ian Rushton, agent on behalf of Mr Chuku, told the committee that the site previously occupied by an electrical company is currently vacant and will be predominantly food-led, catering for around 60 customers. He said his client had secured a 10-year lease for the building and wanted to make the business a success for the wider community.
Under the amended hours, the premises will close at 11pm from Monday to Saturday and an hour earlier on Sunday. Last orders will be 20 minutes prior to closing. The operating schedule includes conditions relating to CCTV, Challenge 25, staff training and refresher training, and notices asking customers to respect neighbours and leave quietly.
Conditions and opening
Music will be played at a background level. A takeaway service will be available, but deliveries will not be taken. No stand-up drinking will be permitted on the premises.
The application was granted by the committee as amended. The business is expected to open by the end of next month, subject to the refurbishment work.
