Swansea Civic Centre Plans: Lido, Homes, Roof Terrace

Swansea Council is seeking public feedback on updated plans to transform the landmark seafront Civic Centre into a mixed-use destination featuring more than 100 new homes, a saltwater lido, roof terrace, sundeck, and a central atrium. The proposals, developed with regeneration partner Urban Splash, aim to revitalise the largely vacant building and create a vibrant hub for the city.

Key Features of the Proposed Development

The scheme includes around 130 high-quality apartments ranging from one to three bedrooms, a next-generation aquarium, a new saltwater lido, a roof terrace and sundeck overlooking Swansea Bay, a light-filled central atrium, cafés, bars, shops, flexible workspace, and new leisure and events facilities.

Public Consultation Details

An exhibition at Y Storfa will allow residents to examine the latest plans in detail and share their views as part of the pre-planning consultation. The in-person events are scheduled for Wednesday 8 July (12pm to 6.30pm) and Thursday 9 July (9am to 4.30pm). An online consultation will also be available for those unable to attend.

Council and Developer Statements

Swansea Council leader Rob Stewart said: “The civic centre is one of the most outstanding waterfront locations in the UK, and we have a unique opportunity to transform the site into a high-quality destination for living, working and leisure. This is a significant step forward in our plans for the site, building on the valuable feedback we’ve already received from residents. We want people to take a look at the updated plans and tell us what they think before we move to the next stage. Following this consultation, Urban Splash intends to submit a full planning application later this year, giving the public a further opportunity to have their say.”

Funding and Broader Ambitions

The regeneration of the civic centre is part of wider ambitions to enhance Swansea’s waterfront, support jobs and businesses, and create a place where people want to live, visit and spend time. The project is supported by a £20m investment from the UK Government.
