A dangerous domestic terror plot to unleash chaos on Baltimore by crippling its power grid has been foiled by the FBI, with the would-be attacker now facing over a decade behind bars.
Brandon Clint Russell, a 28-year-old Maryland extremist and self-professed ISIS adherent, has been sentenced to 12 years in federal prison. His plan was to attack not one, but multiple energy substations in a coordinated assault designed to plunge the city into darkness and create mass societal disruption.
The Chilling Plan to Cause Maximum Chaos
Russell, who was the founder of a small white supremacist group, meticulously researched his targets. His intent was far more sinister than simple vandalism; he aimed to completely destroy the infrastructure.
Investigators uncovered his detailed plans, which included:
- Identifying specific substations around Baltimore for maximum impact.
- Researching the use of improvised explosive devices (IEDs) to carry out the attacks.
- Drawing inspiration from a previous attack on a substation in North Carolina.
- Attempting to recruit others to his cause to help execute the plot.

His downfall came when he began discussing his plans with an FBI confidential human source. During these conversations, he explicitly outlined his desire to attack the energy grid in service of his extremist ideology. U.S. District Judge Timothy J. Kelly delivered the significant 12-year sentence, followed by 30 years of supervised release. This strong sentence sends a clear message about the severity of such threats to national infrastructure and public safety.
