More than half a million households in Scotland are currently receiving a discount on their annual Council Tax bill through the Council Tax Reduction scheme. The scheme can help low-income households cut an average of £950 off their annual bill, with successful claimants also receiving up to 35 per cent off their water and waste charges.
Eligibility and Application
The latest figures from the Scottish Government show 458,950 households (one in five) are currently receiving support through the scheme. The Council Tax Reduction is only available to households in Scotland and mostly supports those on a lower income, but help is also available for middle-income earners or people struggling to keep up with payments, especially those in higher bands.
To apply, contact your local authority and explain your financial situation. They may put your account on hold and agree a new payment date. Details of other help, including extra financial support or assistance with food, heating, and electricity, can be found on the Scottish Government’s cost of living support website.
Exemptions and Discounts
You may not have to pay Council Tax at all if you are a full-time student, in the Armed Forces in Forces accommodation, living in a care home or hospital, or if your home is unoccupied for up to six months. Additionally, if you have a severe mental impairment (e.g., dementia) and live alone, you may be disregarded as a sole occupant.
If you live alone, you can get a 25 per cent reduction regardless of your financial circumstances. Those living with someone under 18, a full-time student, student nurse, or certain apprentices may also be eligible for a discount. Carers who look after someone for at least 35 hours per week and meet additional criteria may be disregarded for Council Tax purposes, though this does not apply if the person being cared for is the carer’s partner or child under 18.
Payment Options and Further Savings
Most Council Tax bills are paid over 10 months, but you can request to spread the cost over 12 months via Direct Debit to reduce monthly outgoings. If you can pay the full year upfront, check with your local council for a possible discount. Major changes to your home’s value, such as adaptations for a disabled person or nearby construction, may allow you to move to a lower band.
The amount of Council Tax Reduction you receive depends on your benefits, age, income, savings, who you live with, and how much council tax you pay. If you receive a disability or carer’s benefit, you may get more support. Those receiving the Guarantee Credit part of Pension Credit may have their Council Tax paid in full. If you are on a low income with less than £16,000 in savings, you may still get some help.
