UK vape sales face major restrictions from October 29

Retailers across the UK will face tougher rules on the sale and promotion of vapes and other nicotine products from October 29, in measures aimed at tackling youth vaping and illegal trading. The restrictions, introduced by Andy Burnham's Labour government, will cover all vaping and nicotine products, including zero-nicotine vapes, nicotine pouches, strips and pearls, as well as vape devices and e-liquids.

New offences and promotional bans

It will become an offence for adults to buy, or attempt to buy, vaping and nicotine products on behalf of anyone under 18. Retailers will also be prohibited from giving away free products or using coupons and substantial discounts to promote them.

Vape and nicotine product vending machines will be banned in public and accessible commercial spaces. Trading Standards officers will enforce the new rules.

Penalties and upcoming deadlines

Those breaking age-of-sale or promotional laws could receive an immediate £200 fixed penalty notice, with court fines reaching £2,500 in England and Wales.

The restrictions will precede the introduction of Smoke-Free Generation age limits in January. Mandatory digital duty stamps for all vaping products sold in UK shops are also due to come into force from April 2027.
