Moyes Seeks Clarity Over Premier League's Decision on Chelsea Fine
Everton manager David Moyes has publicly urged the Premier League to provide a more comprehensive explanation for its decision to fine Chelsea rather than deduct points for financial rule breaches under former owner Roman Abramovich. Moyes expressed frustration, stating that the league has not adequately justified the reasoning behind the sanction.

In November 2023, Everton faced a 10-point deduction for violating the Premier League's profitability and sustainability rules (PSR), which was later reduced to six points on appeal, followed by an additional two-point deduction later that season. Nottingham Forest also received a four-point deduction for similar breaches. The Premier League had initially argued for a 12-point deduction for Everton's first offence, involving a £19.5 million overspend over three years, and an eight-point deduction for Forest.
Chelsea's Record Fine and Sanctions
On Monday, the Premier League announced that Chelsea had been handed a record £10.75 million fine, a suspended transfer embargo, and a nine-month academy transfer ban. This penalty was for "deception and concealment" in making illicit payments totalling £47.5 million to sign players over a seven-year period during Abramovich's ownership. The league's written reasons for the 'Sanction Agreement' emphasised that Chelsea would not have breached PSR rules and praised the club's new owners, Clearlake Capital, for self-reporting the violations. Premier League chief executive Richard Masters signed the agreement, stating that a points deduction "was not appropriate" in this case.
Anger and Perceived Double Standards at Everton
There is significant anger and dismay within Everton over what is seen as double standards in the Premier League's disciplinary system. Moyes, who was West Ham manager when Everton incurred their points deductions, believes the league's explanation for Chelsea's fine leaves it open to criticism. He highlighted the need for transparency to understand the differences in sanctions.
Moyes's Call for Explanation
"I don't think they have explained it well enough in the reasoning what the fine was and why it was," said Moyes, whose team is set to host Chelsea on Saturday. "I think they have to explain exactly what has happened here. If they don't, then we are never going to understand their reasoning why. This is me not being anything against Chelsea, absolutely not, I'm just saying that everybody would like to know; Everton supporters, for the pain they had to go through when they had a huge points deduction, and other clubs as well. Those points deductions may well have been correct, I don't know, but we need to see what is the difference? What would you rather have, a £10m fine or a 10 point deduction? The money you get for your league place now, that might cover it. It would be good if we could get more of an explanation. How much is the £10m fine having an effect, really?"
Moyes's comments underscore ongoing concerns about consistency and fairness in Premier League disciplinary actions, with Everton seeking clarity to address perceived inequities in the handling of financial rule breaches across clubs.
