The probe, announced on Tuesday, will examine whether CMPD engages in a "pattern or practice" of excessive force and discriminatory policing against minority communities. This investigation follows the controversial 2021 shooting of Terry Clark, a Black man whose death sparked widespread protests and calls for police reform.

The investigation stems from the August 2021 incident where CMPD officers shot and killed Terry Clark while attempting to serve arrest warrants. Body camera footage showed officers firing multiple rounds at Clark, who was reportedly unarmed at the time of the shooting.
While local prosecutors cleared the officers of criminal wrongdoing last year, the case has remained a focal point for community activists demanding greater police accountability and transparency.
