On Armed Forces Day, Shadow Defence Secretary James Cartlidge announced that the Conservative Party would introduce Tax-Free Reserve Service, ensuring that reservists do not face a tax penalty for serving their country. The policy would make the first 30 days of reserve service each financial year entirely tax-free.

Why Tax-Free Reserve Service?

Cartlidge argued that in an increasingly dangerous world, Britain needs larger and stronger Armed Forces. He cited threats from Russia, China, and instability in the Middle East, noting that NATO allies are strengthening their reserve forces. The UK remains committed to a professional volunteer military, but patriotism alone is insufficient. Currently, reservists who work full-time are often taxed at their highest marginal rate for reserve duty, which discourages service.

Impact on Recruitment and Retention

The policy aims to address low completion rates for minimum training commitments. According to the Ministry of Defence, only 46 per cent of reservists complete their minimum training, typically 19-27 days per year. By offering up to 30 tax-free days, the Conservatives hope to improve retention and encourage greater participation, supporting the ambition to grow Reserve Forces to 50,000 personnel.

Funding and Priorities

The plan is fully funded through savings from restoring the two-child benefit cap. Cartlidge contrasted this with Labour's delayed Defence Investment Plan, stating that Conservatives have chosen to restore fiscal discipline, reduce welfare spending, and invest in national security. He emphasised that the first duty of any government is to keep its people safe.

Cartlidge concluded that Tax-Free Reserve Service sends an unmistakable message: the country values the service, sacrifice, and commitment of its citizen soldiers. Under the Conservatives, he said, they will always back those who stand ready to defend Britain.
