Ukraine Forges Stronger Defence Ties with France

In a significant move to bolster its air force capabilities, Ukraine has formally expressed its intention to acquire a substantial fleet of advanced fighter jets from France. The Ukrainian Embassy and the French president’s office confirmed that a letter of intent was signed, paving the way for a potential purchase of up to 100 Rafale multi-role warplanes.

A High-Level Meeting in Paris

The landmark document was signed on Monday, 17 November 2025, by Ukrainian President Volodymyr Zelenskyy and French President Emmanuel Macron. The signing took place during President Zelenskyy's ninth official visit to Paris since Russia launched its full-scale invasion of Ukraine in February 2022. The French president’s office stated that the letter confirms Ukraine's consideration of buying French defence equipment, with the Rafale jet fighters being a central component of the discussions.

While the agreement marks a major step forward, officials from Macron’s administration did not provide further immediate details regarding the financial aspects or the proposed delivery timeline for the aircraft.

Strengthening Defences for a Critical Winter

This high-stakes diplomatic engagement is strategically timed as Ukraine braces for another difficult winter. The nation's energy infrastructure and other critical civilian targets continue to face relentless Russian bombardment. The potential acquisition of the sophisticated Rafale fighters is seen as a crucial element in strengthening Ukraine’s long-term air defence and overall military capacity to defend its sovereignty.

The talks between the two leaders were squarely focused on enhancing Ukraine's defensive capabilities, signalling a deepening of the strategic defence partnership between Kyiv and Paris amidst the ongoing conflict.
