Martin Lewis Urges Action as Millions Overlook Council Tax Savings

Financial expert Martin Lewis has issued a stark warning that millions of households across the UK are missing out on substantial council tax discounts, potentially worth thousands of pounds each year. The founder of Money Saving Expert highlighted that many eligible individuals are not receiving the financial assistance they are entitled to simply because they have not applied for it.

The Scale of the Issue

Council tax represents one of the most significant annual bills for households, with increases scheduled for April. However, Martin Lewis revealed in late 2024 that approximately 2.25 million low-income households are believed to qualify for discounts and reductions but are failing to claim them. This oversight could result in annual savings of up to thousands of pounds for affected families.

Martin Lewis emphasised during his ITV show: "People often assume that if they are receiving Pension Credit or Universal Credit, they will automatically get all available benefits. This is not the case. For council tax support, even if you are on Universal Credit, you must apply separately to your local council. This is why so many are missing out. If you have a lower income, review your council's policy and see if you can apply for this crucial financial aid."

How Discounts Work

Council tax reductions are not applied automatically and depend on various factors, including who lives in the property, the type of home, and the income or benefits received by residents. Currently, the average council tax rate in England for band D households is around £2,280, according to government figures. Those on low incomes or claiming certain benefits could see their bills reduced by up to 100%, though this varies by local authority as each council operates its own scheme.

Eligibility for discounts applies regardless of whether you rent or own your home, and whether you are employed or unemployed. The amount of reduction depends on total household income, the number of children or adults residing in the property, and other personal circumstances such as residency status. The Gov.uk website offers a postcode checker to help residents find relevant local policies and application procedures.

Additional Reduction Schemes

Martin Lewis also pointed out the Disabled Band Reduction Scheme, which can lower council tax for properties adapted for disabled individuals. If proven, this can result in a property being moved to a lower tax band, reducing the bill. For example, properties in band A may receive a 16% reduction. Adaptations might include extra space for wheelchairs or additional rooms for disabled residents.

Council tax calculations are based on households with two adults, so those in different living situations may qualify for discounts. The most common reduction is the single person's discount, which offers a 25% reduction for individuals living alone. Additionally, certain individuals are not counted as adults in the council tax equation, known as 'disregarded people.' This category includes full-time students, individuals under 18, and live-in carers. If all household members are disregarded, the bill could be cut by up to 50%, while one non-disregarded person may still result in a 25% reduction.

It is essential for households to proactively check their eligibility and apply for these discounts to avoid unnecessary financial strain. With council tax rises on the horizon, taking action now could lead to significant savings and improved financial stability for millions across the country.
