A man illegally dumped waste from his van while looking straight at a CCTV camera that captured him in the act.
A £400 fixed penalty notice (FPN) has been issued to the fly tipper following the incident in Powys. The notice was issued after Powys County Council officers investigated the illegal dumping at the Global Centre of Rail Excellence at Onllwyn, near Ystradgynlais.
The council’s environmental protection team used CCTV footage to identify the owner of a silver Ford Transit van, from Neath Port Talbot, who has since paid £200 after the fine was halved for early payment.
Investigation and Penalty
By accepting the fixed penalty notice, the van owner avoided further legal action after the incident on December 23 last year. Under the Environmental Protection Act 1990, the person who controls the use of a vehicle from which waste is dumped can be held responsible when fly-tipping occurs.
Councillor Richard Church, Powys County Council’s cabinet member for legal and regulatory services said: "Fly tipping is an environmental crime that damages our communities, blights the countryside and places an unnecessary financial burden on taxpayers.!We take all reports of illegal waste dumping seriously and will investigate incidents wherever evidence is available."

"Residents and businesses have a legal duty to ensure their waste is disposed of correctly. We encourage everyone to use authorised waste carriers and legitimate disposal facilities."
Anyone witnessing fly-tipping in Powys is asked to report it, providing as much information as possible, including vehicle details, photographs and the location of the incident, the council said.
