An empty warehouse in Rochdale could be transformed into a new school for children with special educational needs and disabilities (SEND), according to plans submitted by Whitehall Academy. The vacant unit on Kingsway West Business Park, off Moss Bridge Road, would be converted to accommodate 50 pupils.
Proposed Facilities and Design
The proposal includes six classrooms, three sensory rooms, a multi-purpose hall, offices, a board room, a staff room, dining and kitchen spaces, a reception area, and a medical room. No external changes are planned for the building, but the west side will feature a fenced-off artificial grass area to provide a secure play space for children, replacing the existing blank space.
Extension of Whitehall Academy
This scheme would serve as an extension of Whitehall Academy's current premises on Whitehall Street. The facility is a specialist independent primary school that supports vulnerable young people with complex needs. Students may have diagnoses of autism, learning difficulties, or complex neurological conditions. All pupils have an Education, Health, and Care Plan (EHCP) or are in the process of being assessed, according to Whitehall Academy.
Curriculum and Daily Operations
Planning papers state: “Whitehall Academy strives to provide a broad and holistic curriculum that caters to pupils with a variety of needs, including autism, communication, sensory needs, and specific learning difficulties. The curriculum strives to be tangible in every part of the school day which begins with breakfast club, allowing all learners to be ready to engage in the formal curriculum and provides opportunities for staff to have conversations, address concerns, and prepare learners for the day ahead.”
The school would operate from 9am to 3pm for pupils and 8am to 4pm for staff. On days with breakfast club or after-school clubs, hours may extend from 8am to 5pm for both staff and pupils.
Background of the Warehouse Site
The warehouse was most recently occupied by Circuitmaster Designs Ltd, an engineering firm, and used for manufacturing. The property has been vacant and on the market since October 2024.
