Australian Childcare Worker Charged with Sexual Abuse of Eight Children

A 26-year-old childcare worker, Joshua Dale Brown, has been charged with sexually abusing eight children aged between five months and two years old in Melbourne. Victoria police announced the charges on Tuesday, which include more than 70 offences such as attempted sexual penetration of a child under 12, sexual assault of a child under 16, and producing child abuse material.

Authorities have contacted approximately 2,600 families whose children attended 20 childcare centres where Brown worked between January 2017 and May 2025. Disturbingly, 1,200 children have been advised to undergo testing for sexually transmitted infections. The case has sparked widespread outrage and calls for urgent reforms in the early childhood education sector.

Experts argue that the rapid growth of the childcare sector has outpaced regulation and oversight. Between 2013 and 2023, the number of early childhood education and care places increased by 50%, with long daycare centres seeing a 69% rise. Currently, over one million Australian households use childcare services. However, state-level regulatory bodies are often under-resourced, leading to gaps in safety checks.

A Productivity Commission report released in September 2024 found that the regulatory system was not functioning as it should. Professor Deborah Brennan, an associate commissioner and co-author of the report, noted that state and territory agencies were 'very resource-strapped' and recommended additional funding. Advocates are calling for a national oversight system to ensure consistent safety standards across the country.

While experts stress that such abuse is extremely rare and that most child sexual violence occurs in the home, they acknowledge that issues in workforce makeup and regulation have allowed perpetrators to operate undetected. The case has prompted an urgent safety review and new measures to protect children, but many believe more comprehensive changes are needed.
