A mother has been sentenced after leaving her two children living in squalid conditions, with their home covered in dirty nappies, rotten food, and bags of rubbish. Police officers who attended the property were unable to cope with the putrid smell and noted that one child's bed had no sheet, pillow, or duvet.

A sentencing hearing at Merthyr Tydfil Crown Court on Monday heard that the state of the property in Brecon came to light after paramedics were called to the house in 2022. The house was described by a police officer as "one of the worst addresses they have visited in their career" where children had been present.
The living room was completely covered with debris, leaving only the corner of a sofa clear. Officers said the smell of "decay" filled the house. The kitchen floor was strewn with clothes, bags of rubbish, and soiled nappies, while counters were covered with dirty crockery, kitchen utensils, and rotten food. A station to prepare baby formula was left amid these conditions, and the bin was full and overflowing.
Condition of the Home
The landing was strewn with clothing, packaging, and dirty nappies. The bathroom contained a heavily soiled toilet, bags of rubbish, and an extremely heavy soiled nappy. One child's bedroom was cluttered with toys and had no sheet, pillow, or duvet—only a small blanket—and a thick sheet instead of a curtain. Scribbling on the wall at the height of a small child suggested the child had been left to occupy themselves, according to prosecutor Helen Randall.
The only room described as "comparatively clean" was a gaming room where the computer was based, but it still contained bags of dirty nappies, clothes, empty cans, and glasses. The master bedroom was also cluttered. One officer had to go outside to make a phone call because of the smell.
Legal Proceedings
The defendant was arrested and made no comment during her interview. She pleaded guilty to two counts of assaulting, neglecting, ill-treating, or abandoning a child. She is of previous good character.
In mitigation, Kathryn Lane said there had been a delay in the case due to her client's co-defendant facing trial, after which he was acquitted of both charges. The barrister said the defendant's mental health had been declining due to domestic abuse from her ex-partner. Ms Lane added that the defendant's mental health affected her ability to be a good mother and that she is remorseful for the state of the house.
Sentencing
Sentencing, Judge Richard Kember said: "Your children were exposed to increased bacteria, germs and viruses, increased risk of respiratory illness and long term health conditions and at risk of physical injuries or accidents." The defendant was sentenced to six months imprisonment, suspended for 12 months. She was also ordered to carry out eight to 12 sessions of a mental health treatment requirement.
