Psychiatrist Faces Driving Ban After Multiple 20mph Zone Speeding Offences
A consultant forensic psychiatrist from north London is on the brink of a driving ban after accumulating nine penalty points on his licence for exceeding 20mph speed limits by small margins. Dr Gary Duffield, 67, has been prosecuted four times for driving at speeds between 22mph and 25mph in zones where the limit is 20mph.

Dr Duffield's first offence occurred last year when he was caught driving at 22mph in a 20mph zone. He received a fine and attended a speed awareness course. Subsequently, he faced three more prosecutions: twice for travelling at 22mph and once for 25mph, all on roads with the same 20mph limit. The incidents took place in Hackney and Camden.
If Dr Duffield receives one more speeding ticket, he will be banned from driving for six months. He argues that the punishment for these "minor infringements" is disproportionate, stating, "I try to stick to the limit but there is a limit to how frequently you can check your speedometer." He also noted that his Toyota Prius lacks cruise control, which he says makes it difficult to maintain exact speeds while focusing on the road.

Over half of London's roads now have a 20mph limit as part of Mayor Sadiq Khan's initiative to reduce road casualties. Transport for London (TfL) emphasises that cars hitting pedestrians at 30mph are five times more likely to cause fatalities than at 20mph.

Recent reports indicate that 20mph zones across Britain are being blamed for a surge in drivers receiving penalty points, with nearly a million motorists affected last year. This total is almost a third higher than the 678,000 drivers hit with speeding points in 2022.

In Wales, where over 90% of urban roads were subject to a 20mph limit, the Welsh Labour government scrapped its blanket rule in 2024 following public opposition, just a year after its introduction.
Dr Duffield, who describes himself as "no boy racer," expressed frustration, saying he sees Lime bikes "whizzing" past him and breaching limits while he struggles to control his speed. As a doctor, he relies on his car for work and fears that losing his licence would cause significant problems.

A Department for Transport spokesman stated, "Local authorities are responsible for setting speed limits in their areas, and our guidance is clear that 20mph limits should only be used where they are appropriate and supported by evidence. We've been clear that speed cameras are for safety, not raising cash."
