Ibrahim Kayumi, aged 19, and Emir Balat, aged 18, were formally charged on Monday with attempting to provide material support to ISIS, use of a weapon of mass destruction, and other related crimes.

Arrest and Alleged ISIS Affiliations

The pair were apprehended by authorities on Saturday after they threw a homemade explosive device, known as a 'Mother of Satan' bomb, outside the New York City mayor's mansion during an anti-Islam protest. According to the federal complaint, Kayumi explicitly stated during his arrest that 'ISIS' was the motivation behind his actions. Balat later confirmed to investigators that he had pledged allegiance to the extremist group, while Kayumi asserted his affiliation with the Islamic State.

During his time in NYPD custody, Kayumi made a series of inflammatory statements to investigators. He declared, 'All praise is due to Allah lord of all worlds! I pledge my allegience [sic] to the Islamic State. Die in your rage yu [sic] kuffar!' He further emphasized, 'This isn't a religion that just stands when people talk about the blessed name of the prophet . . . We take action!'

Plans for a Larger-Scale Attack

In a particularly chilling revelation, officers questioned Balat about whether his intentions were similar to the Boston Marathon bombing, where two pressure-cooker bombs killed three people and injured hundreds more. Balat's response, as documented in the complaint, was unequivocal: 'No, even bigger.' This statement underscores the suspects' ambition to orchestrate a terrorist act of greater magnitude and impact.

Background and Legal Proceedings

Both individuals have listed addresses in Pennsylvania. Notably, Balat was found in possession of a Turkish government identification card alongside his Pennsylvania driver's license, adding an international dimension to the case. Legal representatives for the two men were expected to appear in court, though attempts to contact the suspects' families for comment have so far been unsuccessful.
