Misuse of School Funds

The panel discovered that Mrs Ballard purchased a Peugeot 5008, typically costing upwards of £38,000, without proper authorisation. While she claimed the vehicle was for school visits due to high taxi costs on the island, evidence showed she used it for personal trips, including a ferry crossing to France during the 2024 Easter holidays. The car logged 22,000 miles, and its registration was used to book a Portsmouth-to-Caen crossing. A photo showed the vehicle with a UK sticker, required for driving in Europe. Mrs Ballard later admitted using the car for the journey, despite lacking insurance for that purpose.

Altered School Term Dates

Mrs Ballard changed the 2023/24 Christmas holiday dates to suit her own cruise schedule. She delayed the start of the holidays from December 15 to December 18 and extended them by a day, returning on January 3 instead of January 2. Staff were informed only a week before the break, despite evidence she had planned this in February. She admitted being away on January 3, as her ship docked in Southampton that morning. She also left early on February 10, 2023, during an INSET day, to board another cruise.

Waste of Public Money

The headteacher spent school funds on camping equipment meant for activities but loaned it to staff for family holidays. Colleagues contradicted her claims of inadequate facilities, noting available playing fields. She also used the reward budget to buy a karaoke machine for house competitions, but later admitted it was unnecessary after the school invested in new technology. Additionally, she purchased two LG televisions for the gym and raffled them off. Mrs Ballard kept cash from mufti days in her handbag instead of the school safe, delaying deposits into the school account.

Mrs Ballard, formerly head of Willows High School in Cardiff, gained fame on Channel 4's Educating Cardiff and appeared on This Morning and Capital FM. Marc Cavey, a decision maker at the Teaching Regulation Agency, stated her conduct was 'dishonest and lacking in integrity' and had 'fallen significantly short of the standards expected of the profession.' He noted that while some staff supported her, she showed little evidence of 'developed full insight' into her behaviour. Mrs Ballard has been banned indefinitely, with a review possible only after two years.
