The Independent Office for Police Conduct (IOPC) has launched an investigation into the contact that Jo Shaw, 35, and her abusive ex-partner Ryan Kelly, 41, had with Avon and Somerset Police prior to their deaths in a fatal explosion in Bristol.
Fatal Explosion
On May 3, Kelly forced his way into Ms Shaw's home and detonated an explosive device, killing both of them in a suspected murder-suicide. Ms Shaw, a mother of one, managed to save her child's life by sending him outside to play on a trampoline just before the blast. The child sustained minor injuries, along with two other people.
Police received a call at 6:17 am reporting a domestic incident, with the caller stating that a known man had forced entry. At 6:30 am, the caller reported that the man might have an explosive device, and two minutes later, the explosion occurred. Officers arrived at 6:34 am, followed by fire and ambulance services.
IOPC Investigation
The IOPC will examine police interactions with Ms Shaw and Mr Kelly over a five-year period from May 2021. IOPC director Derrick Campbell said: 'There is a significant history of police involvement in relation to Mr Kelly's behaviour, including allegations of stalking, harassment and assault which we need to examine.' The watchdog is reviewing extensive documentation and will keep all parties updated.
Avon and Somerset Police are treating the explosion as deliberate and recorded Ms Shaw's death as a homicide. They are not looking for anyone else in connection with her death.
Tributes to Jo Shaw
Ms Shaw's family paid tribute to her 'warmth, kindness, and strength.' A close friend revealed her love of poetry, sharing a poem that spoke of an 'unbreakable, precious thread' with her family. A GoFundMe page has raised over £24,000 for her funeral and her child's future.
Inquests opened separately confirmed Ms Shaw died from a 'penetrating fragmentation blast injury to the chest and pelvis,' while Kelly suffered 'blast injuries to head, neck, torso and limbs.' Inquests are due to resume in August.
