A Maryland man has been arrested after allegedly using a step stool to peer through an apartment window and spy on a woman as she got dressed, according to police. Andrade Robinson, 55, was taken into custody early Friday near a residence in the Rodgers Forge area by the Baltimore County Police Department.
Charges and Arrest
Robinson has been charged with misdemeanor peeping Tom and visual surveillance with prurient intent, as per court records obtained by CBS. His arrest followed an anonymous report on April 28 about a man carrying a three-step ladder around Donnybrook Apartments. The caller provided the suspect's vehicle make and license plate, which investigators linked to Robinson.
At around 3 a.m. on May 8, Detective Nicole Spear and two other detectives spotted his vehicle parked near another apartment complex in neighboring Rodgers Forge. According to charging documents, detectives observed Robinson using window sills to pull himself up and peer into apartments before retrieving a step stool from his car and carrying it to one of the windows.
When detectives approached, Robinson fled on foot but was caught a short distance away. Police confirmed a woman was inside the apartment he was allegedly looking into and was getting dressed at the time.
Robinson's Denial
Robinson denied peeping into windows and claimed he was searching trash bins for items to resell. However, charging documents note that he was never seen near any dumpsters or trashcans in the area. Authorities revealed Robinson had been identified several times since 2002 for suspicious behavior late at night around the Donnybrook and Rodgers Forge complexes.
Ongoing Investigation
This arrest comes after months of complaints from women who reported men peering through their windows and, in some cases, photographing them inside their homes. Chloe White told CBS she first noticed someone looking into her apartment about a year and a half ago. In January, she saw someone filming her through a gap in her curtains. She subsequently installed five security cameras and captured three more incidents, the most recent on April 18.
Devin Kaestner expressed relief at the arrest but remains concerned that other voyeurs may still be active. Police confirmed that Robinson is not believed to be either of the two men previously captured on surveillance footage shared with CBS, suggesting multiple suspects may be involved.
Continental Realty, which manages the apartment complex, has installed floodlights and is cooperating with law enforcement. The investigation is ongoing.
Legal Consequences
If convicted, Robinson faces up to 30 days in jail and a $1,000 fine for the peeping Tom charge, and up to one year in jail and a $2,500 fine for the surveillance charge. He is being held without bond at the Baltimore County Detention Center, with a trial scheduled for July 6.
