Stephen Lang, 58, from Camborne, Cornwall, has been ordered to pay £2,270 after a court heard he removed a parking ticket from his windscreen and threw it at a traffic warden. Truro Magistrates' Court found him guilty in his absence on Wednesday, October 14, 2026.
Incident at Exchequer Quay car park
The incident happened at Exchequer Quay car park in Penryn, Cornwall. Lang had received the original ticket for parking outside a marked bay. He then took the fine off the windscreen and threw it towards a female civil enforcement officer before walking away.
Moments later, he approached the officer again as she recovered the ticket from the ground and attempted to put it back on the vehicle. Lang removed it again, screwed it up, and threw it in the direction of the officer. The incident was recorded by the officer's body-worn camera and by CCTV covering the car park.
Court proceedings and penalties
Cornwall Council said Lang was initially found guilty of littering on November 20, 2025. He was issued a £250 Fixed Penalty Notice for littering, which he failed to pay despite a reminder and warning that the matter could be referred for prosecution.
The court ordered Lang to pay a £250 fine, £1,920.90 in costs, and a £100 victim surcharge.
Council response
Cllr Thalia Marrington, Cornwall's cabinet member for community safety and public health, said: "It is both unacceptable to litter as it is to be aggressive to an officer doing her job. We will not tolerate any abuse towards our officers."
