David Morgan, 40, has been charged with attempted murder and driving with excess alcohol in connection with the collision. Following Mr. Smith's death, Norfolk Police have confirmed they will consult with the Crown Prosecution Service to review and potentially update the charges. Morgan remains in custody and is scheduled to appear before Norwich Crown Court on June 8.
