Sadiq Khan Considers Imposing Charges on Large SUVs in London

Mayor of London Sir Sadiq Khan is evaluating the introduction of charges for large sports utility vehicles (SUVs) driven in the capital, according to a newly released document. This move forms part of a broader initiative to enhance road safety and reduce fatalities across the city.

Vision Zero Action Plan Highlights Safety Concerns

Transport for London's Vision Zero action plan, which outlines strategies to eliminate deaths and serious injuries on London's roads by 2041, emphasises a "pressing need for targeted safety interventions" concerning larger vehicles. The document warns that the substantial size of large SUVs renders roads "more hazardous for everybody outside the vehicle," as these vehicles "significantly increase the severity of collisions."

While there is no precise definition of an SUV, the term generally refers to vehicles that are taller, wider, and heavier than conventional cars, often with lower fuel efficiency. Their popularity has surged in recent years, with many drivers appreciating the elevated seating position they offer. Currently, SUVs constitute approximately one-third of all new car registrations in the United Kingdom.

Increased Risks for Pedestrians and Cyclists

The Vision Zero document further asserts that "oversized" vehicles like large SUVs make it "harder for drivers to see people walking and cycling nearby," noting that children are "more easily hidden from a driver's view." It cites alarming statistics: in Britain, SUVs are 14% more likely to kill pedestrians and cyclists than other passenger cars in the event of a collision, and 77% more likely to kill children.

A spokesperson for Mayor Khan commented: "There is growing evidence about the safety risks of large SUVs, which are becoming more common on London's roads. It's a startling figure that SUVs are 77% more likely to kill a child if involved in a collision. The mayor has asked TfL to undertake detailed analysis of the safety risks posed by large SUVs and their wider impact on London's roads. This could then inform any future policy proposals in London or recommendations to Government or the sector. As the numbers of large SUVs increase on London's roads, it is right that TfL consider their impact on safety and how they affect other road users."

Industry Response and Existing Charges

No specific proposals regarding potential charges for large SUVs have been formally presented yet. However, Mike Hawes, chief executive of the Society of Motor Manufacturers and Traders, responded by stating that all cars sold in the UK, "regardless of size," must meet "exacting safety and pedestrian protection standards." He added: "Singling out specific cars based on size restricts consumer choice and would unfairly penalise the many drivers who require a larger vehicle for essential mobility."

This consideration of SUV charges follows previous transport policies implemented by Sir Sadiq. In August 2023, he expanded the ultra-low emission zone to cover all of London, requiring drivers of non-compliant vehicles to pay a £12.50 daily fee. Additionally, London maintains an £18 congestion charge for driving in the central zone during specified times.

The potential SUV charges represent a continuation of efforts to manage traffic and improve safety in one of the world's busiest cities, aligning with the ambitious Vision Zero goals to create safer streets for all residents and visitors.
