Major Driving Test Reforms Set for Spring 2026 Across UK
The Driver and Vehicle Standards Agency (DVSA) has announced a series of significant updates to the car driving test system, scheduled to roll out from spring 2026. These changes will apply exclusively to car examinations in England, Scotland, and Wales, marking a pivotal shift in how tests are managed and booked.
Learner Drivers to Take Full Control of Test Bookings
One of the most impactful alterations is that only learner drivers will be permitted to book and manage their own driving tests, with instructors prohibited from arranging appointments on behalf of students. This rule is designed to empower candidates and ensure direct responsibility, and it will be enforced starting in late spring 2026.
Stricter Limits on Test Booking Changes
Another key change involves a reduction in the number of adjustments allowed for test bookings. From March 31, 2026, candidates will be limited to just two changes per booking, including modifications to the date and time. This is a substantial cut from the previous allowance of six changes, aiming to streamline the scheduling process and reduce last-minute alterations.
If additional amendments are needed after exhausting the two permitted changes, learners must cancel and rebook the entire test. Full refunds will only be issued to those who provide at least 10 complete working days' notice, emphasising the importance of careful planning.
Restrictions on Test Centre Transfers
Additionally, from late spring 2026, drivers will only be allowed to move their test to centres located near the original booking location. Official guidance on GOV.UK clarifies: "From 31 March 2026, you will only be able to make two changes to your existing booking. If you’ve already used all changes under the current rules, you will be able to make two more changes from 31 March 2026."
The advice further states: "From later in spring 2026, you will only be able to move your test to centres near to where you originally booked. Only use your limited changes for genuine needs or emergencies." This measure is intended to prevent abuse of the system and ensure tests are taken in familiar local areas.
These reforms represent a comprehensive effort by the DVSA to modernise the driving test framework, enhancing efficiency and accountability for all parties involved. Learners are encouraged to stay informed and prepare accordingly for the upcoming adjustments.
