Australia has permanently scrapped the requirement for physical passenger arrival cards, replacing them with a fully digital system that promises simpler and quicker entry for visitors and residents alike. The change, announced by the Australian government, follows a trial involving over 450,000 passengers on Qantas flights into Sydney, Melbourne, and Brisbane since October 2024.
Digital-Only Cards Now Mandatory at Major Airports
All passengers arriving at Australian airports must now complete a digital card instead of the traditional paper form. The digital version can be accessed via a webpage, with plans to develop in-app capabilities in collaboration with industry partners. The government reports that the trial yielded anecdotal evidence of "significant success."
Phased Rollout Across All Entry Points
The program is being extended to Qantas flights landing in Perth and Adelaide by the end of 2026. Over the next 12 to 18 months, the digital card system will be rolled out at all international airports and seaports across the country. The initiative is funded by a $56.1 million investment over four years.

Tourism Minister Don Farrell highlighted the advantages: "Making arrivals simpler and quicker means visitors can spend less time filling out forms and more time enjoying everything Australia has to offer. This is a win for tourists and a win for our tourism operators, helping make Australia an even easier and more welcoming place to visit."
Enhanced Security and Risk Management
The digital system reduces manual processing for passengers, allows for advance collection of information, and improves data quality for risk assessments. Home Affairs Minister Tony Burke emphasized the modernization's importance: "Visitors and Australian travellers alike will be able to take advantage of a seamless border process, which integrates into everyday digital life." The government also noted that the digital card enables rapid updates to manage global risks and events, such as biosecurity outbreaks.
Preparations for 2032 Brisbane Olympic and Paralympic Games
The funding will also support ongoing work to improve airport and cruise departure models as Australia prepares for an increase in travellers ahead of the 2032 Brisbane Olympic and Paralympic Games.
