Former office space in Cardiff city centre is being converted into student accommodation following a new £9m funding deal with Principality Building Society. Developer TVE Group is transforming vacant upper-floor offices at Windsor Court on Queen Street into a residential scheme named the Crest on Windsor development.
Scheme details and capacity
The development will create 96 student beds, with the potential to increase capacity to 113. Shared amenities will include social and lounge areas, a gym, games room, laundry facilities and bicycle storage.
The accommodation is scheduled to be ready for occupancy from next summer. Retail units currently in use on the building's ground floor are not part of the conversion project.
Funding and delivery partners
Principality, through its commercial arm, said the funding reflects its commitment to supporting property investment, bringing vacant buildings back into use and contributing to the regeneration of high streets across Wales and England.
The project is being delivered by TVE Group with Intelle Construction and Expedite. Sam Rutley, chief executive of Bristol-based TVE Group, said: “I’m proud to be delivering this redevelopment alongside my father, John, and experienced local companies.”
Rutley added: “With Principality’s funding, the Crest on Windsor development will transform vacant city centre offices into a high-quality, purpose-built student community. We look forward to bringing this ambitious scheme to market in summer 2027.”
Developer's track record
James Ford, senior portfolio manager at Principality Building Society, said: "We are delighted to continue supporting a longstanding customer in Sam Rutley, whom the Society has built a strong and trusted relationship over many years."
Ford also said: "We are also pleased to welcome Nigel and Neil, whose wealth of construction expertise and impressive track record in delivering landmark developments across Wales further strengthens the team. We look forward to supporting their continued success as they bring this exciting project to fruition."
TVE has completed several other office-to-student-accommodation schemes in Cardiff, including Northgate House, Glendower House and Alwyn Court.
