Pavement Charging Gullies to Get Green Light

Under the new plans, households lacking off-street parking will soon be able to install charging "gullies" in pavements outside their homes without the need for planning permission. Currently, almost half of UK councils permit cross-pavement charging if cables are embedded in such gullies, but this still requires council approval, a barrier that the legislation seeks to remove.

Cost Advantages of Home Charging

Charging electric vehicles at home is significantly cheaper than using public charge points, primarily due to VAT disparities. Home energy incurs a 5% VAT rate, while public charging faces a 20% VAT rate. This cost difference has been a deterrent for many potential EV owners who cannot charge at home, but the new measures aim to level the playing field.

ChargeUK, the trade body for the charging industry, has advocated for equalising VAT rates to ensure fairness for all motorists. However, the government is also appealing against a tax ruling that would reduce VAT on public EV chargers to 5%, highlighting ongoing debates over pricing structures.

Broader Energy Security Initiatives

Energy Secretary Ed Miliband emphasised the urgency of reducing reliance on volatile fossil fuel markets, stating that every EV on the road enhances national security. The legislation is part of a suite of measures, including easier installation of solar panels and heat pumps, designed to protect households from energy price spikes exacerbated by geopolitical conflicts like the war in the Middle East.

Demand for renewable technologies has surged, with Octopus Energy reporting an 80% increase in solar power system sales and a more than doubling of heat pump orders in recent months. Additionally, electric car sales in mainland Europe have soared by 51%, driven by rising fuel prices.

Impact on EV Adoption

The ability to charge at home cheaply could significantly boost EV uptake, especially as battery electric car prices in the UK have fallen below those of petrol cars for the first time. With nearly half of households lacking off-street parking, the new gully system promises to make EV ownership more practical and economical for a wider segment of the population.

This initiative aligns with the government's commitment to the Warm Homes Plan, which aims to benefit low-income households through plug-in solar solutions, further supporting the shift towards sustainable energy sources.
