New ADP Claimants May Get Backdated Payments by September

New claimants for Adult Disability Payment (ADP) could see backdated payments by September if they complete the application process within eight weeks. According to Social Security Scotland, the average processing time for a new claim is now 62 working days, just over 12 weeks, meaning those starting a claim this month might receive a decision by mid-September.

Current ADP Caseload and Processing Times

As of the end of April 2026, 504,710 people were receiving ADP. Of these, 194,245 (38%) were new applicants, while 310,465 (62%) had their Personal Independence Payment (PIP) transferred from the Department for Work and Pensions (DWP) to Social Security Scotland. The devolved benefit provides between £30.30 and £194.60 per week, paid every four weeks, to people with disabilities, long-term illnesses, or mental health conditions.

Backdating Rules for ADP Claims

The ADP application process has two parts. If claimants complete Part 2 (the condition questionnaire) within eight weeks of submitting Part 1 (personal details), and the claim is successful, payments are backdated to the date Part 1 was submitted. Social Security Scotland warns that failing to submit within eight weeks may result in a later entitlement date, unless there is a good reason, such as a hospital stay.

Most Common Disabling Conditions

The most common category of primary disabling conditions among ADP recipients as of April 30, 2026, was Mental and Behavioural disorders, accounting for 41% of cases. This was followed by Diseases of the Musculoskeletal System and Connective Tissue (24%) and Diseases of the Nervous System (7%). Other categories include Circulatory, Respiratory, and Endocrine diseases, as well as Neoplasms and Congenital Malformations.

ADP Award Durations and Reviews

Social Security Scotland sets review dates for ADP awards, which can last between 24 months and 10 years. Some claimants receive an indefinite award with no review date if their needs are highly unlikely to change or if they are awarded the enhanced rate of both daily living and mobility components. Payments continue during reviews, and claimants do not need to reapply.

Payment Rates for ADP

ADP consists of two components: daily living and mobility. The standard rate for daily living is £76.70 per week, with an enhanced rate of £114.60. For mobility, the standard rate is £30.30, and the enhanced rate is £80.00. Claimants may receive one or both components depending on how their condition affects them.

Supporting Information for Claims

Social Security Scotland encourages claimants to provide supporting information to speed up decision-making. Examples include care plans, prescription lists, school support plans, housing adaptation letters, and workplace adjustment reports. The agency notes that professionals such as counselors or physical therapists may be better sources than a GP. Claimants can upload documents online or call 0800 182 2222 for help.

The Scottish Government estimates ADP will support 612,000 people by 2028/29, with financial support totaling nearly £4.5 billion.
