Russia’s war-damaged refineries and the Middle East crisis have erased about a fifth of the world’s diesel supplies, pushing up the price of diesel at forecourt pumps.
Residents are asked whether they are taking fewer car journeys or cutting back in other areas to pay their diesel bills.
