British holidaymakers visiting France this summer face potential fines of up to £129 for going topless in public, as several coastal towns enforce decency regulations amid an extreme heatwave. The ban applies to men and carries a penalty of €150 (£129.62), with restrictions in place until the end of September in some areas.
Heatwave Prompts Public Decency Measures
France has been experiencing exceptionally high temperatures, surpassing those in the UK, prompting authorities to implement various measures to protect public health and maintain decorum. Among these is a prohibition on men walking bare-chested in public spaces, particularly in coastal communities such as Narbonne in the south of France.
The ban has been introduced for different reasons depending on the locality. In some areas, it aims to preserve respect for urban environments, while in others, it addresses sanitary concerns. For instance, in Narbonne, the restriction will remain effective until the end of September, according to the Mirror.
Local Support for the Ban
Residents have largely supported the initiative. Anthony Hill, a 53-year-old Australian living in Narbonne, told the Times: "This isn't something the staff of our café can easily police on their own without getting into arguments with customers. So I think it's a very good thing. Having bare-chested guys on the terrace can put off other customers."
The local mayor, Bertrand Malquier, stated: "It's about hygiene and avoiding exhibitionism." Similar sentiments were echoed in La Grande-Motte, where resident Marie, 37, voiced her backing: "If I'm out with my kids in the town centre I really don't want to see guys without shirts. It's a matter of decency - and there's also the smell when they walk past you."
French Twitter user Yannick Moreau also expressed support: "This is inappropriate behaviour that has an unfortunate tendency to increase year after year. So it's time to make it clear: it is forbidden to walk around shirtless or in swimwear in Les Sables d'Olonne. A bit of decency, please!"
Additional Restrictions in Paris
Beyond the topless ban, France has introduced further restrictions. Paris has cracked down on drinking takeaway alcohol in the street, with a ban in effect from midday on Friday, June 26, until 7am on Saturday, then resuming from midday Saturday until 7am Sunday.
Paris police chief Patrice Faure told BFM TV: "As you know, drinking alcohol with the sun beating down can have a devastating effect. We are reaching a saturation point in hospital facilities. I must ensure that the pressure decreases." Parisian hospitals have faced mounting strain as increasing numbers of patients are admitted suffering from heat-related illnesses. The intense heat has also forced the postponement of the city's LGBTQ+ Pride march until September.
