Welsh Rugby Union in Talks Over Two Clubs Joining English Premiership
Welsh Clubs in Talks to Join English Premiership

The Welsh Rugby Union (WRU) has formally expressed interest in two Welsh clubs joining the Gallagher Premiership, according to Wales Online. The governing body is in talks with Premiership Rugby Limited (PRL) and the Rugby Football Union (RFU) about the proposal.

WRU chief executive Abi Tierney briefed representatives from all four professional Welsh clubs at a special gathering that the governing body has lodged an expression of interest in the proposal. This development throws Welsh rugby's future into question, with uncertainty surrounding how many professional Welsh sides there will be going forward after a year-long battle over the planned reduction from four to three.

Potential Transition Timeline

At present, the Ospreys and Scarlets have been fighting for their existence, but this latest revelation could transform the landscape entirely. The governing body has been examining various potential alternatives, including maintaining two clubs in the United Rugby Championship (URC) or transferring two teams into the English Championship.

The transition could potentially occur as soon as next season, though the subsequent campaign is deemed a more plausible timeframe.

Legal Letter and Summit

Wales Online obtained a legal letter dispatched by the WRU to Swansea Council, requesting a brief postponement of the filing of its defence to a High Court legal challenge launched by the council against the union. Within that correspondence, the union notifies the council of "material developments" that might transform the Welsh rugby landscape and see four teams remaining under consideration at December's scheduled summit on the game's future.

The letter confirms that all restructuring options, including maintaining the four-club model, may now be included on the summit's agenda. It states: "To that end, there are ongoing confidential developments that may affect the WRU's position regarding four clubs. These developments and their impact on the summit's scope and parameters are anticipated to crystallise in the next few weeks."

Expansion and Tender Process

PRL, which oversees the English top flight, is seeking to expand the competition from 10 to 12 teams, with the inclusion of two Welsh sides understood to be among the possibilities. A senior source within the English game told Wales Online that PRL will initiate a tender process for the two additional places next month, with Welsh clubs expected to submit applications.

Nevertheless, the prospect of two Welsh sides entering the Gallagher Prem could provide an alternative solution that would enable the WRU to maintain four professional outfits. The future of professional rugby in Wales is scheduled to be examined at a summit in December.

Despite the firm interest in the proposal from all parties, several substantial hurdles must still be cleared before Welsh clubs can complete the switch. The most critical is negotiating an exit from the URC, with some form of financial settlement likely to be demanded and potential legal proceedings from the league a real possibility.

The RFU's consent would also be essential, given the competition's cross-border structure. Any transition would need authorisation from both the WRU and the RFU, while Welsh clubs participating in the Gallagher Prem would still need financial backing from the Welsh governing body.

Statements and Future Outlook

The WRU said in a statement: "Welsh men's professional teams compete in the United Rugby Championship (URC) and the Welsh Rugby Union (WRU) is committed to providing four teams to the URC until the end of the 2027/28 season. By the end of this season, the WRU will have determined the future operating model for the men's game in Wales. The WRU will continue to work with other shareholders in the URC on future Welsh representation in the competition. The WRU understands the appeal of the English top-flight, which is why we are pitching for two of our women's teams, Brython Thunder and Gwalia Lightning, to be included in Premiership Women's Rugby."

The RFU and PRL said in a joint statement: "PREM Rugby and the RFU are committed to expanding the English top-flight, with a provisional target season to grow to 12 teams by 2030. The PREM is an attractive league and responsibility for its expansion sits with the Men's Professional Rugby Board (MPRB), which has established detailed entry criteria that any prospective club would need to satisfy. Resources are currently focused on supporting English clubs throughout the pyramid who aspire to join the league."

Currently, the Scarlets are the sole Welsh club believed to satisfy PRL's minimum entry requirements. Cardiff could likewise meet the criteria if the WRU successfully restores the club to private ownership.

Much will hinge on the outcome of further discussions with PRL and the RFU, as well as the conditions under which Welsh sides could depart the URC. With the English top division contemplating expansion and the WRU now believed to have formally registered its interest, the possibility of Welsh clubs entering the Gallagher Premiership appears closer than before.
