Tim Davie, the BBC director general, and Deborah Turness, the head of news, resigned on Sunday evening after accusations of bias over US President Donald Trump and transgender issues at the broadcaster.
Samir Shah, the chair of the BBC board, is expected to apologise on Monday for the way a speech by President Trump was edited in an episode of Panorama.
The resignations follow a memo by Michael Prescott, a former external adviser to the BBC's editorial standards committee, who detailed concerns about impartiality, including the edited Panorama clip.
