Andy Burnham offers fresh start for Wales, minister says

Dafydd Trystan Davies, the Welsh Government minister for government effectiveness and the constitution, has stated that an Andy Burnham-led UK Government could offer a 'fresh start' for the relationship between the UK and Welsh governments. Speaking to BBC Politics Wales, Mr Davies highlighted a 'real opportunity' to work in partnership if Mr Burnham becomes prime minister.

Burnham's 'Rewired Britain' Plans

Mr Burnham, the former mayor of Greater Manchester who is all but guaranteed to succeed Sir Keir Starmer, has announced plans for a 'rewired Britain' with power shifted from Westminster to the regions. Mr Davies noted that these plans are a 'reflection of his time in England' and focus on local government.

Welsh Government's Devolution Priorities

Mr Davies, who has said devolution of further powers to Wales is one of his Government's top priorities, expressed hope that Mr Burnham would listen to voices within Wales and Scotland that advocate for devolution to their national governments. He stated: 'I'd hope that he will listen to voices within Wales and within Scotland that can put the case for devolution to our national governments here in Wales and in Scotland. There's a real opportunity to work in partnership there, a fresh start at a UK level and a fresh start in that relationship with the Welsh Government.'

Mr Davies added: 'I am not entirely sure whether 'Team Burnham' know what their position is on devolution to Wales and Scotland, and we stand ready to work with them and to make those positive changes and devolve further powers to Wales.'

Background of Questions on Welsh Devolution

Mr Davies' comments come after questions were raised about what Andy Burnham and his team know about Welsh devolution and whether it will be a priority for his potential government. This followed an error-filled opinion piece submitted to WalesOnline.

Burnham's Spokesperson Responds

In response, Mr Burnham's spokesperson said: 'Andy has spent his whole political career fighting for the nations and regions of the United Kingdom – he will put Wales at the centre of any government he runs, radically pushing power down and out of Westminster and Whitehall.'

Political Context: Plaid Cymru in Government

Plaid Cymru entered government in Wales in May after a historic election result ousted Welsh Labour from power for the first time in more than two decades, a result that heaped further pressure on Sir Keir to resign. Following the election, Rhun ap Iorwerth, the First Minister, said he hoped to have a constructive relationship with the UK Government and had an introductory phone call with Sir Keir, but a planned meeting of the leaders in June never materialised.
