He had been in talks with Belarusian leader Alexander Lukashenko, sparking speculation about a potential peace deal in the Ukraine conflict. Ukrainian strikes on Russian oil refineries and pipelines have caused fuel shortages, with queues forming at petrol stations.
Putin's Confession on Difficult Period
"We are going through a difficult period, but it has taught us much," Putin confessed during the address. He also discussed the upcoming State Duma elections in September, vowing to defend against foreign interference.
"I'm sure that there will be open and free competition. Because adhering to these democratic institutions is a guarantee for the strength and security of our nation," Putin said, as translated by Clash Report on X.
Russia's Democratic Credentials Questioned
Freedom House, a non-partisan Washington D.C.-based nonprofit, gives Russia a score of 12 out of 100, categorizing it as "Not Free" under an authoritarian system. The organization states: "With subservient courts and security forces, a controlled media environment, and a legislature consisting of a ruling party and pliable opposition factions, the Kremlin manipulates elections and suppresses genuine opposition."
Putin, who secured his fifth six-year term in 2024, is not standing in the upcoming elections. He advised delegates to "spend less time in offices and more time in the field, talking to the people, meeting with folks, and understanding what they think, what they worry about, and test out all kinds of initiatives that you receive from the people through feedback loops."
