Zelensky to Visit UK as Starmer Warns of Russian 'Windfall' from Oil Price Surge

Ukrainian President Volodymyr Zelensky is scheduled to visit the United Kingdom on Tuesday, in a diplomatic move that comes as Prime Minister Sir Keir Starmer has issued a stark warning about the economic implications of the ongoing Middle East crisis. Sir Keir cautioned that the surge in global oil prices, driven by the conflict, could inadvertently provide a significant "windfall" for Russia's economy, despite extensive international sanctions aimed at crippling Vladimir Putin's war machine.

Maintaining Focus on Ukraine Amid Diverted Attention

The Prime Minister emphasised that his meeting with President Zelensky is crucial to ensure that the war in Ukraine remains a top priority, even as global attention is increasingly drawn to the escalating tensions between Iran, Israel, and Gulf states. Sir Keir stated at a Downing Street press conference that he would meet Mr Zelensky "soon" because "it's vital that we continue to focus on supporting Ukraine." He added, "We cannot allow the war in the Gulf to turn into a windfall for Putin."

Oil Price Rises and Sanctions Loopholes

The turmoil in the Middle East has triggered a sharp increase in energy prices, which benefits Russia—a major oil exporter—by boosting its revenue streams. This occurs despite sanctions designed to stifle the flow of funds to Russian forces. In response to the crisis, the United States has temporarily relaxed sanctions that prevented other countries from purchasing Russian oil and petroleum already loaded on vessels at sea. This measure aims to alleviate pressure on global supplies, which have been strained by US-Israel strikes on Iran and Tehran's retaliatory actions against Gulf states.

Defence Supplies and International Support

Defence Secretary John Healey confirmed the details of President Zelensky's visit, highlighting the UK's ongoing military support for Ukraine. He told MPs that over the past month, Britain has delivered 3,500 drones, 18,000 artillery rounds, and three million rounds of small ammunition to Ukrainian forces. Mr Healey underscored the interconnected nature of global conflicts, noting, "We face two conflicts on two continents, supported by an axis of aggression with similar tactics and similar technologies." He reassured the Ukrainian people, "We will not forget the war in Europe and our total determination to stand with Ukraine remains steadfast, and we will welcome President Zelensky to this country tomorrow."

Diplomatic Engagements and Coalition Efforts

Earlier on Monday, Sir Keir discussed the situation in Ukraine with Canadian counterpart Mark Carney during a meeting at No 10 Downing Street. The Prime Minister expressed gratitude for Canada's "invaluable" support for the "coalition of the willing," a UK and French-led initiative that provides security guarantees for Ukraine as part of a broader peace process. This diplomatic effort aims to bolster international solidarity and ensure sustained assistance for Ukraine amidst competing global crises.

Additionally, the Middle East conflict could further strain resources by constraining supplies of air defence missiles for Ukraine, due to a surge in demand in the region. This highlights the complex challenges facing Western allies as they navigate multiple security threats simultaneously.
